The basis created by the UNDP/UNOPS Project ARM/96/002 "National Information Infrastructure for Sustainable Development" (1996-2000) in the form of existing capacity of information and communications technologies, provides a viable and cost-effective "entry point" to strengthening the foundation for democratic governance.
